L'Unione europea pubblicher\u00e0 una bozza legale dell'accordo di recesso dalla Brexit con il Regno Unito. Ecco cosa tenere d'occhio.<\/em><\/p>\n

\u00c8 la prima bozza della storia<\/em><\/p>\n

Questo documento trasforma le promesse politiche fatte da entrambe le parti a dicembre, quando il primo ministro si \u00e8 recato a Bruxelles di prima mattina, nel tipo di linguaggio giuridico a prova di bomba che si trova in un tipico trattato dell'UE. Non sar\u00e0 quindi una lettura leggera. Ma \u00e8 storicamente significativo perch\u00e9 alla fine diventer\u00e0 il documento che suggella l'uscita del Regno Unito dall'UE. Questa \u00e8 la versione di Barnier<\/p>\n

\u00c8 stata preparata dalla Task Force 50 della Commissione europea, guidata dal capo negoziatore Michel Barnier. I 27 Paesi dell'UE rimanenti hanno il diritto di apportare modifiche, ma Barnier ha lavorato all'interno di un quadro stabilito da loro, per cui il testo dovrebbe riflettere le loro richieste. I funzionari della Commissione affermano che volevano solo darsi una mossa e mettere sul tavolo un testo.<\/p>\n

Leggere attentamente la sezione Irlanda<\/p>\n

Sono state concordate tre possibili opzioni per evitare un confine rigido tra l'Irlanda del Nord e l'Irlanda. L'opzione A prevede una relazione futura tra il Regno Unito e l'UE che eviti la necessit\u00e0 di un confine. L'opzione B prevede che si trovino soluzioni uniche, come la tecnologia, per risolvere la questione. L'opzione C prevede che l'Irlanda del Nord rimanga allineata alle norme dell'UE in una serie di settori.<\/p>\n

La C \u00e8 quella che riceve maggiore attenzione nel testo, ma l'UE si \u00e8 fatta in quattro per dire che le altre due opzioni sono ancora praticabili... a patto che il Regno Unito fornisca maggiori informazioni al riguardo.<\/p>\n

Non \u00e8 stato concordato con il Regno Unito<\/p>\n

Questo documento \u00e8 la base per i negoziati con il governo. Ci sono alcune aree in cui le due parti non hanno ancora raggiunto un accordo e quindi alcune formulazioni rifletteranno una posizione solo dell'UE. Ad esempio, Bruxelles sostiene che la Corte di giustizia europea dovrebbe supervisionare il trattato Brexit. Pertanto il documento fa riferimento alla Corte di giustizia europea. Il Regno Unito non \u00e8 d'accordo. Dovranno raggiungere un compromesso.<\/p>\n

\u00c8 molto lungo<\/p>\n

La bozza \u00e8 lunga pi\u00f9 di 120 pagine e contiene 168 paragrafi (chiamati \"articoli\" nel gergo dell'UE). Contiene diversi allegati e protocolli - sezioni che appaiono al di fuori del corpo principale del testo. Questi ultimi contano altrettanto. Ad esempio, le scelte originarie del Regno Unito di non aderire alle politiche europee in materia di giustizia e affari interni, all'euro e all'area Schengen sono contenute in protocolli aggiunti alla fine dei trattati principali dell'UE.<\/p>\n

Tutto questo riguarda il divorzio<\/p>\n

Il trattato stabilisce i termini dell'uscita del Regno Unito. L'UE afferma che la forma delle future relazioni con la Gran Bretagna sar\u00e0 definita in una dichiarazione politica da concordare nel corso dell'anno e da allegare al trattato sulla Brexit. I colloqui in merito inizieranno non prima di aprile.<\/p>\n
