Hammond ha annunciato mercoled\u00ec scorso lo stanziamento di ulteriori 1,5 miliardi di sterline in ciascuno dei prossimi due esercizi finanziari per i preparativi della Brexit, dichiarando inoltre di essere pronto a investire ulteriori fondi se fossero necessari.<\/p>\n

Questa mossa \u00e8 stata pianificata per fornire uno stimolo all'economia nel 2019-20. La maggior parte dei parlamentari considera questa misura come un approccio molto intelligente, in quanto preserver\u00e0 gli interessi del Regno Unito in ogni possibile scenario. Infatti, \u00e8 stata accolta con favore dai conservatori euroscettici, secondo i quali questo approccio preparer\u00e0 il Regno Unito a una prospettiva di \"no deal\" e a una maggiore autonomia dall'UE.<\/p>\n

I funzionari del bilancio non hanno menzionato la destinazione dei 3 miliardi di sterline, insistendo sul fatto che il governo dovr\u00e0 capire dove allocare il denaro dall'inizio del prossimo anno. I funzionari hanno anche detto che i 3 miliardi di sterline proverranno dalle risorse del Tesoro e non avranno alcuna ripercussione sui bilanci dei dipartimenti. I fondi saranno probabilmente destinati all'implementazione di una struttura chiara per i preparativi della Brexit. Ad esempio, la creazione di un Dipartimento per l'uscita dall'UE e di un Dipartimento per il commercio internazionale, nonch\u00e9 di nuovo personale e sistemi informatici per le dogane e l'immigrazione.<\/p>\n

Pertanto, sar\u00e0 necessario un sostegno consistente alla spesa pubblica. Questo finanziamento extra arriver\u00e0 dalle misure di elusione fiscale. A partire dal 2019, il governo prevede di introdurre una nuova ritenuta alla fonte che colpir\u00e0 i pagamenti delle royalties alle giurisdizioni a bassa imposizione fiscale quando i pagamenti si riferiscono a vendite nel Regno Unito. Inoltre, sono al vaglio altre proposte fiscali per proteggere il suolo britannico (come ad esempio la Capital Gains Tax e la CT Gains sulle propriet\u00e0 non residenziali) che contrasteranno duramente l'evasione fiscale.<\/p>\n
