Kwarteng signifie que le co\u00fbt des droits de timbre sur une maison moyenne de 312 000 \u00a3 en Angleterre passera de 5 600 \u00a3 \u00e0 3 100 \u00a3, soit une baisse de 80 %.<\/p>\n<p>Les nouveaux taux sont donc les suivants :<\/p>\n<p>- 0% : de 0 \u00e0 250 000 \u00a3 (425 000 \u00a3 pour les primo-acc\u00e9dants) ;<\/p>\n<p>\u2013 5% : 250 000 \u00a3 \u2013 925 000 \u00a3 ;<\/p>\n<p>\u2013 10% : 925 000 \u00a3 \u2013 1 500 000 \u00a3 ;<\/p>\n<p>\u2013 12% : plus de 1 500 000 \u00a3.<\/p>\n<p>Le ministre britannique des finances a ajout\u00e9 que le droit de timbre r\u00e9duit pour les acheteurs d'un premier logement s'appliquera alors aux propri\u00e9t\u00e9s co\u00fbtant jusqu'\u00e0 625 000 livres sterling, au lieu de 500 000 livres sterling.<\/p>\n<p>Le d\u00e9lai de paiement du droit de timbre reste fix\u00e9 \u00e0 14 jours \u00e0 compter de la date d'ach\u00e8vement de l'achat du bien immobilier.<\/p>\n<p>L'Institute for Fiscal Studies affirme que, bien que Liz Truss et Kwasi Kwarteng soient des partisans d'une fiscalit\u00e9 all\u00e9g\u00e9e, leurs r\u00e9ductions laisseraient la part de la fiscalit\u00e9 dans le PIB \u00e0 son niveau le plus \u00e9lev\u00e9 depuis les ann\u00e9es 1950.<\/p>\n<p>Si l'Office for Budget Responsibility (OBR) avait \u00e9t\u00e9 autoris\u00e9 \u00e0 produire de nouvelles pr\u00e9visions \u00e9conomiques aujourd'hui, il aurait constat\u00e9 que le gouvernement \u00e9tait en bonne voie pour atteindre ses objectifs budg\u00e9taires, mais l'Institute for Fiscal Studies, qui a une mission analytique similaire \u00e0 celle de l'OBR, a examin\u00e9 les donn\u00e9es et a constat\u00e9 que le gouvernement pourrait manquer deux objectifs cl\u00e9s : r\u00e9duire la dette en pourcentage du PIB d'ici la troisi\u00e8me ann\u00e9e des pr\u00e9visions et \u00e9quilibrer les comptes courants d'ici la troisi\u00e8me ann\u00e9e.<\/p>\n<p>M. Kwarteng n'a annonc\u00e9 aucune modification des autres tranches d'imposition.
