Ces trois questions sont la facture du Royaume-Uni pour le Brexit, les droits des citoyens de l'UE et la fronti\u00e8re nord-irlandaise.<\/p>\n<p>\"Les dirigeants de l'UE se sont mis d'accord pour passer \u00e0 la deuxi\u00e8me phase des n\u00e9gociations sur le #Brexit\", a tweet\u00e9 Donald Tusk, pr\u00e9sident du Conseil europ\u00e9en des dirigeants. \"F\u00e9licitations \u00e0 la Premi\u00e8re ministre @theresa_may\".<\/p>\n<p>Mme May n'\u00e9tait pas pr\u00e9sente lorsque ses coll\u00e8gues chefs de gouvernement ont rapidement sign\u00e9 la fin de la premi\u00e8re phase des n\u00e9gociations. Ils l'avaient applaudie jeudi soir pour marquer la fin de plusieurs mois de n\u00e9gociations houleuses sur le divorce.<\/p>\n<p>La d\u00e9claration de vendredi \u00e9tait largement attendue apr\u00e8s que Mme May a conclu un accord la semaine derni\u00e8re avec Jean-Claude Juncker, pr\u00e9sident de la Commission. Cet accord a \u00e9t\u00e9 conclu apr\u00e8s que la premi\u00e8re ministre britannique a apais\u00e9 les inqui\u00e9tudes du parti unioniste d\u00e9mocratique d'Irlande du Nord concernant la fronti\u00e8re irlandaise ; Mme May compte sur le soutien du DUP au sein du parlement britannique.<\/p>\n<p>M. Tusk avait d\u00e9clar\u00e9 jeudi que les dirigeants confirmeraient certainement que des \"progr\u00e8s suffisants\" avaient \u00e9t\u00e9 r\u00e9alis\u00e9s, mais que la prochaine phase des n\u00e9gociations s'av\u00e9rerait bien plus \u00e9prouvante. Jusqu'\u00e0 pr\u00e9sent, les n\u00e9gociations ont \"exig\u00e9 du courage, du r\u00e9alisme, mais surtout notre unit\u00e9\", a-t-il d\u00e9clar\u00e9.<\/p>\n<p>Si la d\u00e9cision de vendredi \u00e9tait une formalit\u00e9, elle constitue \u00e9galement une \u00e9tape importante apr\u00e8s des moments o\u00f9 les n\u00e9gociations entre la Grande-Bretagne et l'UE semblaient sur le point d'\u00e9chouer.  Les dirigeants europ\u00e9ens avaient indiqu\u00e9 \u00e0 Mme May, au d\u00e9but du mois, que le temps pressait et qu'il faudrait peut-\u00eatre attendre le d\u00e9but de l'ann\u00e9e 2018 pour parvenir \u00e0 un accord, ce qui aurait eu des r\u00e9percussions p\u00e9rilleuses sur le calendrier g\u00e9n\u00e9ral du Brexit. Finalement, l'accord permettant la d\u00e9claration de \"progr\u00e8s suffisants\" a \u00e9t\u00e9 conclu lorsque Mme May s'est rendue \u00e0 l'aube \u00e0 Bruxelles le 8 d\u00e9cembre, apr\u00e8s des n\u00e9gociations ardues avec le DUP pour s'assurer de leur assentiment.
