El Canciller brit\u00e1nico Philip Hammond ha presentado el Presupuesto de Oto\u00f1o que nos ha dado las primeras indicaciones de la respuesta del Gobierno a la mayor rebaja de las perspectivas econ\u00f3micas del Reino Unido desde la crisis financiera. El Canciller ha presentado algunas orientaciones presupuestarias interesantes: un llamativo paquete de inversiones combinado con la promesa de una reforma de la planificaci\u00f3n de recortes del impuesto sobre actos jur\u00eddicos documentados para los compradores de vivienda por primera vez, sin embargo, la impresi\u00f3n es que seguimos careciendo del necesario plan econ\u00f3mico a largo plazo.<\/p>\n

Una noticia alentadora llega del mercado inmobiliario: El impuesto del timbre quedar\u00e1 exento para los compradores de inmuebles por primera vez hasta 300.000 libras del coste de una compra de 500.000 libras, y las 200.000 libras restantes estar\u00e1n sujetas al 5%. Una ayuda p\u00fablica global de 44.000 millones de libras a la vivienda durante 5 a\u00f1os para cumplir el objetivo de construir 300.000 nuevas viviendas al a\u00f1o hasta mediados de la pr\u00f3xima d\u00e9cada. El Canciller tambi\u00e9n ha dado m\u00e1s poder a los ayuntamientos, que pueden cobrar 100% de impuestos municipales por las viviendas vac\u00edas.<\/p>\n

Tambi\u00e9n asegur\u00f3 15.000 millones de libras adicionales y puso en marcha una serie de maniobras que inclu\u00edan garant\u00edas sobre los pr\u00e9stamos a los constructores de viviendas. Sin embargo, sus promesas de arreglar el mercado de la vivienda han sido rechazadas por la OBR. La Oficina de Responsabilidad Presupuestaria anunci\u00f3 una reducci\u00f3n de su previsi\u00f3n para la inversi\u00f3n residencial, es decir, la cantidad destinada a la construcci\u00f3n de nuevas viviendas o a la rehabilitaci\u00f3n de las existentes.<\/p>\n

Por ello, declar\u00f3 que era probable que el valor de la vivienda y las ventas de viviendas fueran inferiores a lo previsto en el Presupuesto de primavera y que el crecimiento de la inversi\u00f3n residencial encontrar\u00eda dificultades para superar el 2% anual durante el periodo previsto y no se esperaba que superara los niveles anteriores a la crisis financiera.<\/p>\n

Seg\u00fan el OBR, este problema del mercado de la vivienda ser\u00e1 uno de los principales retos a los que se enfrentar\u00e1 el Gobierno en el futuro pr\u00f3ximo, ya que el objetivo de construcci\u00f3n de viviendas no es del todo realista debido a una posible recesi\u00f3n econ\u00f3mica.<\/p>\n
